
Arthur Sidney is the founder and president of The Sidney Group, a Washington-based government relations and policy consulting firm with more than twenty-five years of experience at the intersection of law, policy, and government affairs. The firm provides clients with strategic counsel and a unique 360-degree perspective on federal, state, and local policymaking—delivering results across both sides of the aisle through deep institutional knowledge and bipartisan relationships. Arthur’s career spans senior leadership roles in Congress, industry associations, and private practice.
Before establishing The Sidney Group, he served as Senior Vice President at another firm, where he represented major technology and telecommunications clients on complex legal and regulatory issues, including competition, privacy, intellectual property, and artificial intelligence. Earlier, Arthur was Vice President of Public Policy at a major technology association overseeing policy strategy and advocacy across global technology sectors.
Prior to his work in the private sector, Arthur served as Chief of Staff and Chief Counsel to U.S. Representatives Hank Johnson (D-GA) and Sheila Jackson Lee (D-TX), who served on key committees including Judiciary, Homeland Security, and Transportation and Infrastructure. In these roles, he built coalitions, advanced legislative priorities, and developed a deep understanding of congressional operations, oversight, and rulemaking. Arthur’s career began at the U.S. Department of Commerce, where he served as an attorney in the Office of the Chief Counsel for Import Administration. He represented the U.S. government in major international trade proceedings before the U.S. Court of International Trade, the Federal Circuit, the WTO, and NAFTA panels.
An experienced educator as well as practitioner, Arthur has taught public policy, administrative law, and business law at institutions including Syracuse University’s Maxwell School, Howard University School of Law, and American University. He holds a law degree from Howard University School of Law, an LL.M. from American University’s Washington College of Law, and a B.A. with honors in Africana and International Studies from Vassar College.
